I used to think this verb in Turkish lobe of my brain and use it with 'with' but later I learned; that it doesn't take 'with'. Just 'award + noun'.

If someone is awarded something such as a prize or an examination mark, it is given to them.
She was awarded the prize for both films...
For his dedication the Mayor awarded him a medal of merit.

To award something to someone means to decide that it will be given to that person.
We have awarded the contract to a British shipyard...

Distinction between to award a plaque and to award with a plaque:

to award a plaque: a plaque is placed in a public area which maybe a wall, garden, a town square etc.
to award with a plague: a person is literally handed over a plaque usually in a ceremony.
